Morelia, Mich.- En un paso firme para frenar los abusos hist\u00f3ricos en el arrastre y dep\u00f3sito de veh\u00edculos en Michoac\u00e1n, el Congreso del Estado aprob\u00f3 por unanimidad reformas de fondo a la Ley de Movilidad y Seguridad Vial, impulsadas por el diputado Hugo Rangel Vargas.<\/p>\n
Como presidente de la Comisi\u00f3n de Movilidad y Comunicaciones, Rangel encabez\u00f3 los trabajos del dictamen, con el prop\u00f3sito de\u201d erradicar la discrecionalidad, la corrupci\u00f3n y la falta de transparencia que han caracterizado a este servicio por d\u00e9cadas\u201d.<\/p>

\u201cLa ciudadan\u00eda est\u00e1 cansada de pagar tarifas excesivas sin saber por qu\u00e9, sin reglas claras, y sin ninguna garant\u00eda sobre el cuidado de sus veh\u00edculos. Estas reformas colocan por fin el inter\u00e9s p\u00fablico por encima del negocio privado\u201d, se\u00f1al\u00f3 el legislador.<\/p>\n
Las reformas aprobadas precisan las causales por las que un veh\u00edculo puede ser remitido al dep\u00f3sito, limitando el margen de interpretaci\u00f3n de las autoridades y armonizando los reglamentos municipales con la legislaci\u00f3n estatal. Adem\u00e1s, se obliga a que todas las tarifas por concepto de arrastre, salvamento y guarda de veh\u00edculos sean p\u00fablicas, est\u00e9n autorizadas por el Congreso del Estado y sean fiscalizadas por la Secretar\u00eda de Finanzas y Administraci\u00f3n, de conformidad con la Ley de Gobierno Digital.<\/p>\n
\u201cQueremos que la gente sepa exactamente cu\u00e1nto cuesta el servicio y por qu\u00e9, y que pueda consultar un tabulador oficial. Eso es transparencia, eso es justicia\u201d, enfatiz\u00f3 Rangel Vargas.<\/p>\n
La iniciativa tambi\u00e9n retoma buenas pr\u00e1cticas del reglamento federal de servicios auxiliares de autotransporte, como la obligaci\u00f3n de registrar en un sistema inform\u00e1tico los movimientos de ingreso y salida de veh\u00edculos del corral\u00f3n, y de garantizar la conservaci\u00f3n y el resguardo de cada unidad.<\/p>\n
A trav\u00e9s de la adici\u00f3n de nuevas fracciones al art\u00edculo 42, se establece que la Secretar\u00eda de Seguridad P\u00fablica deber\u00e1 vigilar el cumplimiento de las tarifas autorizadas, emitir reglas claras sobre la operaci\u00f3n de los dep\u00f3sitos, y asegurar que las personas usuarias tengan acceso inmediato a toda la informaci\u00f3n sobre los costos y procedimientos del servicio.<\/p>\n
El diputado petista, subray\u00f3 que estas reformas no solo corrigen vac\u00edos legales, sino que son un acto de justicia para miles de michoacanas y michoacanos que han sido v\u00edctimas del abuso.<\/p>\n
\u201cEste Congreso no puede ser c\u00f3mplice silencioso de un sistema que extorsiona a la gente desde la legalidad. Estas reformas no resuelven todo, pero sientan un precedente: en Michoac\u00e1n, el negocio de las gr\u00faas ya no ser\u00e1 tierra de nadie.
